The Ottawa Hebrew Free Loan association (OHFLA) wishes to engage the services of a part time communication outreach/marketing person (COMP) or firm, to help it identify potential new clients for its loans and to help market its services to new and existing set of clients in the Ottawa Jewish Community.
The services of the COMP will be contracted for a period 12 months with possible extension for another 12 months. The first 6 months will be considered as probationary.
The extension for a second 12 months will be determined following an assessment of progress made and success achieved during the first 12 months (based on the set of success factors agreed to at the beginning of the contact for services).
WE ASK THAT YOU SUBMIT YOUR PROPOSAL FOR THE SERVICES REQUIRED TO [email protected] INCLUDING DETAILS OF YOUR RELEVANT EXPERIENCE TOGETHER WITH A SEPARATE TABLE SHOWING FEES AND COSTS FOR THESE SERVICES. AN HOURLY OR DAILY FEE SHALL BE PROVIDED TOGETHER WITH THE TIME REQUIRED EACH MONTH TO IMPLEMENT THE REQUIRED WORK.
The selection of a COMP will be based on the following factors:
a. Communications skills including facility with communicating and connecting with people and; a proven ability in and experience with written communications.
b. Experience with the use of social media and the Internet for reaching out to a potential series of niche clients;
c. Ability to analyse, identify problems and bottlenecks and provide well thought out solutions;
d. Past experience including any familiarity with Ottawa’s Jewish Community;
e. The result of interviews with references provided;
f. The amount of fees (and estimated number of hours per week) and costs associated with the services to be rendered.
2. Background
Established in 1933, the mission of the OHFLA has been to help people by providing financial assistance to members of the Ottawa Jewish community. We make funds available in the form of interest-free loans, which are repayable in convenient installments.
Most individuals in the Jewish Community are unaware that the OHFLA exists so it is essential that we disseminate information (other than just through the Jewish Family Services). It is essential for us to identify and attract new clients….. more than those who have used our services before – our repeat clients.
3. Broad Based requirements
The COMP will undertake a multi pronged approach to fulfilling the requirements of the Board of the Ottawa Hebrew Free Loan Association, and ;
Prepare a detailed work plan.
Meet with some of the key leaders and focal points in the Community and in a manner similar to the 2016 Community Survey (summary attached as Appendix 1 ), report on findings and provide recommendations for identifying opportunities that align with its mandate.
Include in the Work Plan an outreach program that ensures communications to potential clients via newsletters, emails, websites and social media platforms of other Ottawa Jewish Community organizations .
Assess and provide direction in the upgrade of the OHFLA’s Web site and the OHFLA’s use of social media.
Report regularly on progress to the Board of the OHFLA.
4. Job Description
While considering the recommendations of the Community Survey of 2016 and based on the above Broad Based Requirements, prepare a detailed Work Plan covering an initial 6 month period, during the first 2-3 weeks of engagement.
This will need to be updated regularly on a 6 month basis.
The work and plan shall include:
a. Undertaking the required research;
b. Creating a communication outreach program that will keep the OHFLA in the “ears, eyes and minds” of members of Ottawa’s Jewish Community. Continue to provide Outreach by maintaining regular contact and communication with the Ottawa Community leadership .
c. This work plan shall delineate a broad based outreach program that also takes advantage of and creates partnerships with various Jewish Community organizations and;
d. Include activities intended to identify existing and new potential clients for loans from the OHFLA;
e. Reviewing the previous Community Survey and undertaking a focused follow-up survey to update findings and recommendations. If need be (and approved by the executive of the OHFLA) interview members of other Jewish Free Loan Organizations in Canada to identify how they communicate and market their services;
f. implementing an ongoing social media outreach program; and working collaboratively with a webmaster engaged under a separate contract. (Social media tools like Facebook, Instagram, X and others provide an excellent opportunity to advertise and let the Jewish Community know of OHFLA's existence and what it has to offer. )
g. Reporting at least quarterly on progress and on bottlenecks, to the Executive and the Board of the OHFLA.
The work plan should also include a set of quantifiable success factors that can allow for the measurement of progress made.
